Fewer Persons To Receive SASSA Grant After SRD Grant Application

Sassa had introduced the R350 Social Relief Distress grant as its response to the Covid-19 pandemic. As the State of the Disaster has fallen away, a new regulation will be implemented for the grant.

Recently, Sassa has confirmed that it will be using the Social Assistance Act as the agent issues grants to recipients.

Civil societies have slammed the Department of Social Development (DSD) for its newly published regulations which will be governing applications and eligibility for the R350 grant.

The new regulations stipulate that current beneficiaries will need to reapply as well as has changes to the qualifying criteria for the grant.

Experts have highlighted that fewer people will receive the relief. Civic society groups that are at the forefront of the discussions believe that the new SRD regulations may disqualify hundreds of thousands of existing beneficiaries.

As Social Policy Initiative Executive director, Isobel Frye described the state as reluctant and uncaring, when speaking on the new regulations.

In an interview, Social Policy Initiative Executive director, Isobel Frye said:

In terms of the attitude of the State, it is always setting up hurdles and obstacles that the most vulnerable have to negotiate.

According to the Act, a person may apply for the SRD grant if their income threshold is R350 per person per month, instead of the R595 it was before. This would mean that those who receive the Child Support Grant will no longer qualify.

According to Frye, women-headed households will be impacted and she also shared that there is just so much anxiety around this new regulation.

Below are the requirements you’ll need to apply for 2022 NSFAS successfully.

  • A valid email address

  • Smartphone

  • Copy of your guardian or parents Identification Document (ID). 

  • Non-SASSA applicants will provide copies of Legal Guardian’s ID or Spouse or parent.

DHET Urges TVET Students To Get Certificate From Colleges

The Technical Vocational Education and Training (TVET) Department of Higher Education and Training (DHET) has recommended students to get in touch with the institutions where they took their examinations if they have questions about their certificates and diplomas.

The certificates for students are delivered to institutions within 90 days of the results being revealed, according to Higher Education and Training Minister Dr. Blade Nzimande.

“Students who take tests more than once to get certification are expected to apply for the combination of their results at the last testing location where they took the test,” reads the policy on the website. In exchange, the center will forward the application to the DHET for additional processing.

The eGOV site, www.eservices.gov.za, which is supervised by a specialized team at the DHET, is another place where students may submit their inquiries.

Though feedback is always shared with the college and never with specific students, Nzimande advised that any inquiries be made with their institution of registration before thinking about escalating to the DHET.

Almost All Certificates Have Been Issued

After the results combinations were processed, the Minister said that 99.94% of the certificates from the prior certification backlog (historical records) had been issued to institutions for eligible students.

According to the Minister, the department forbids universities from denying students their diplomas because of unpaid tuition.

According to Nzimande, “colleges must find a practical means to retrieve the unpaid tuition.”

Umalusi Permits The Publishing Of The Results Of More Than 39 000 Applicants

Nzimande also said that the Umalusi Council had accepted the outcomes and had given the Department of Higher Education and Training a letter of approval.

This comes after a conference between the department and Umalusi Assessment Standards Committee (ASC) on September 5, 2022, to finalize plans to normalize applicants’ performance in four subjects: math N3, engineering science N3, fitting and machining N2, and electrotechnology N3.

Nzimande said the permission letter suggested the publication of results for 39 777 applicants and the annulment of results for 2 028 candidates who were connected to anomalies during the examination.

“On September 9, 2022, DHET processed the results of 39 777 candidates for release. The results of the 2 028 candidates involved in these major violations are thus still frozen, according to Nzimande.

The National Policy Pertaining to the Conduct, Administration and Management of Examinations of Colleges as amended, registered and reported in terms of the Continuing Education and Training Act of 2006, he said, gives the National Irregularities and Assessment Committee (NEIC) the authority to carry out the necessary sanctions.

The National Irregularities and Assessment Committee agreed with the Umalusi Council’s recommendation to declare the results null and void, and the results remain invalid.

Accordingly, the accused students would be permitted to register to take the final exams of the academic year. However, Nzimande warned that if they were found guilty again, they would be barred from taking any more exams for three years.

Students who participate in irregularities, which have the effect of compromising the validity and integrity of exams, were denounced by the DHET.

Dr. Blade Nzimande Warns NSFAS Fraudsters [Full Details]

In todays nsfas news – Dr. Blade Nzimande, Minister of Higher Education and Training, has issued a severe warning to those who continue to scam the National Financial Aid Scheme (NSFAS).

On Tuesday, Nzimande applauded the proclamation made by President Cyril Ramaphosa allowing the SIU to look into fraud and bad administration at NSFAS while briefing the media on the start of the 2023 NSFAS application process.

He said that all suspected incidents of fraud and corruption are being monitored by the department and law enforcement organizations.

“NSFAS has pledged to fully cooperate with the process to guarantee that any activities that jeopardize the proper distribution of cash to eligible students are dealt with and violators are prosecuted.

“I also want to make clear that, contrary to what OUTA [Organisation Undoing Tax Abuse] claims, there is no turmoil at NSFAS and no problems with any tenders. Instead, NSFAS is continuing to uphold the nation’s pride by providing working-class and underprivileged youngsters with the chance to enroll in and excel in post-secondary education and training, according to Nzimande.

Model For Comprehensive Student Funding

On September 14, 2022, the recommendations included in the final report of the Ministerial Task Team (MTT) to assess the viability of the Post-School Education and Training (PSET) student financial assistance system were delivered to Cabinet.

A well-communicated 10-year plan outlining how a comprehensive, differentiated model student financial aid system would be gradually transitioned into a fully operational, sustainable, affordable, and regenerative financial aid scheme, drawing on a variety of financial sources, is one of the recommendations made by the MTT, according to Nzimande.

Nzimande said that in the short term, the government will create strategies to fix financial shortfalls, notably those for middle and postgraduate education.

Following consultations with our stakeholders, which include student formations, the South African Union of Students (SAUS), South African Technical and Vocational Education and Training Student Association (SATVETSA), Universities South Africa (USAf), South African College Principals’ Organisation (SACPO), the Chancellors’ Forum (SAUCF), and the trade unions, we intend to put these immediate measures into effect in the 2024 academic year.

“We will continue to consult with other interested parties, such as the Chapter 9 and 10 Institutions and religious organizations. Before the final plan is presented to Cabinet, there will be worldwide benchmarking of best practices as part of the consultation process, the Minister stated.

Accomodation Portal For Students

Nzimande stated that NSFAS will introduce a student housing portal for beneficiaries of the NSFAS in the 2023 academic year. This portal will ensure efficiency in areas like grading and accreditation of housing, costs, paying private housing providers, small housing providers (“backrooms”), and increased student housing capacity.

Nzimande said that the NSFAS board and management paid site visits to universities and TVET colleges all throughout the nation to observe first-hand the accommodation problems.

They noted, among other problems, the lack of enough beds for students, the unsuitability of privately owned and institutionally owned housing for educating students, and improper regulation of private housing providers.

He said that steps were being taken to strengthen the capability of accrediting providers.

Employed Are More Than 6000 TVET Graduates

Nzimande reported that 6 779 graduates had been hired as of this point.

This is in accordance with the department’s pledge to hire 10 000 jobless TVET college graduates starting in April 2022.

In order to make sure they reach the goal set by President Ramaphosa, Nzimande stated he will be visiting with every Chairperson and CEO of the National Skills Fund (NSF) and the Skills Education Training Authorities (SETAs).

Nevertheless, Nzimande continued, “I still want to call upon the sector to extend their work spaces to our TVET students and those who graduate via all of our training schools.”
